I KNOW WHO HACKED CAR'S ACCOUNT

We would all love to help super car by reporting this guy, but sadly we cant. I will explain why, firstly, to report someone on runescape, the runescape jagex rules require that the person you are reporting have to be near you, and you can not report them if they are not near you or its been longer than 5 minutes of what you are reporting them for. So if anyone reports this guy now for hacking super car days ago, they person reporting could possibly get in trouble for falsely reporting someone. I know some rules make it very hard on nice people, but sadly I dont have any control on the rules withing jagex.
